The Johnston Planning Board regular monthly meeting will be held at 6:00 p.m. on Tuesday, September 6, 2016, at the Johnston Senior Center located at 1291 Hartford Avenue.

A. PB ’16-16 Highland Meadows – Applicant: Green Meadow Investments, LLC & William Baldwin - Property Located at 1267 thru 1285 Central Avenue, Plat 43/4 94, 569 & portion of 570 - Property Zoned R-40

A Public Informational Meeting on the Master Plan submission of Highland Meadows, a proposed nine lot subdivision with two cul-de-sacs on 10.05 acres. The purpose of the meeting is to review the presented plans, discuss phasing and any requested waivers, hear public comment and to give direction to the developer, Green Meadow Investments, LLC & William Baldwin.

B. PB’16-18 The Preserve at Briarcliff – Applicant: Geriatric Centers of North America – Property located at 49 Old Pocasset Road, Plat 41 Lot 224 & 229, and Plat 44 Lot 68 & 306 – Property Zoned: Planned District

A Public Informational Meeting on the Master Plan submission of The Preserve at Briarcliff, a proposed expansion of a previously approved development by adding a 20 bed cottage located north of Briarcliff Manor and 84 parking spaces locates across Old Pocasset Road from the new development. The submission also proposes to merge previously approved Master Plans PB ‘11-13 and PB ‘11-30 into one new overall Master Plan. The purpose of the meeting is to review the presented plans, discuss phasing and any requested waivers, hear public comment and to give direction to the developer, Geriatric Centers of New England.

C. PB’ 16-17 SSRE RI/A- Street Solar Farm – Applicant: Southern Sky Renewable Energy RI , LLC – Property Located at A Street, Plat 32 Lot 32 – Property Zoned: Industrial

A Public Hearing in accordance with Section 340-27 of the Zoning Ordinance “Site plan review and approval for industrial uses” for the development of an 11.5 acre solar generating facility. The purpose of this Public Hearing is to consider and receive public comment regarding the site plan submitted by Southern Sky Renewable Energy RI, LLC.

D. PB’ 16-01 Borden Avenue- King Street- Monello – Applicant: Linda C. Monello – Property Location: 63 Borden Avenue- Plat 15 Lot 311 – Property Zoned: R-15 Zone

A Public Informational Meeting on the Master Plan submission of Borden Avenue/King Street/Monello, a proposed two lot subdivision of a 0.484 acre parcel with an existing dwelling. The purpose of the meeting is to review the presented plans, discuss phasing and any requested waivers, hear public comment and to give direction to the developer, Linda C. Monello.

E. PB’ 16-20 Fairfield Estates – Applicant: Atwood Place Development Corp – Property Location: 1770 Atwood Avenue Plat 53 Lot 75 – Property Zoned: R-7

A Public Informational Meeting on the Master Plan submission of Fairfield Estates, a proposed six lot subdivision of a 4.4 acre parcel with an existing dwelling. The purpose of the meeting is to review the presented plans, discuss phasing and any requested waivers, hear public comment and to give direction to the developer, Atwood Place Development Corporation.

F. Advisory to the Town Council for Parking or Storage of Commercial Vehicles in Residential Districts- Advisory Opinion PB’ 16-03

Town Council seeks an advisory opinion from the Planning Board on an ordinance amending section 340-33 of the Town of Johnston Code of Ordinances, “Parking or storage of commercial vehicles in residence districts”. In any residence district, the parking or storage of any commercial vehicles over 1 ton weight or capacity shall not be permitted except where such parking or storage is directly related to and is accessory to a permitted use or lawful nonconforming use on the premises.

G. PB’ 15-18 Cairo - Atwells & Union Avenues - Remand From Zoning Board

Remand from Zoning Board - Master Plan review of the proposed two (2) lot residential subdivision requiring zoning relief from the Zoning Board of Review. Located on Atwells and Union Avenue. Major Subdivision to be located at the lot identified as A.P. 18 / Lot 203 consisting of 12,800 sq. ft. within the R-15 Zoning District and owned by John Cairo. The proposal is to divide the existing lot into two substandard lots creating an additional buildable lot. Tax Assessor’s Map 18 Lot 203.

Documents available for review 8am-3pm, Planning Office, 100 Irons Ave. Items not heard by 10:30 pm rescheduled for subsequent meeting. Facilities are handicap accessible. Interpreter services to be requested from TTD (401) 792-9642, 72 hours advance notice required.
