Highlights of the decisions made, and items discussed, at the Johnston Town Council Meeting on Tuesday, March 13.

Status on Public Hearings

An ordinance amending Section 340-33 of the Town of Johnston code of ordinances entitled “Parking or Storage of Commercial Vehicles in Residence Districts,” which sets provisions for the parking or storage of trucks by weight limits, was sent to the Planning Board for an advisory opinion.

Business Licenses

Keystone Automotive Industries, Inc. located at 19 Industrial Lane, was granted a business operating license transfer as a wholesaler of used aftermarket auto parts and supplies.

Atwood Superwash, LLC, doing business as Atwood Laundromat., of 1215-1217 Atwood Avenue, was approved for a business operating license and holiday sales for a coin operated laundromat.

Jonathan Pinault’s Lularoe, a clothing sales business with no foot traffic, at 7 Fountain Avenue, had their request for a business operating license; phone calls only, had their business operating license approved.

Mohegan Johnston (SM), doing business as Smashburger, located at 1412 Atwood Avenue, was permitted a restaurant license with holiday sales.

Located at 52 Buck Hill Road, Egidio Ironworks was permitted a business operating license for the construction of iron railings.

Buddy’s Diner, located at Plat 44, Lot 439 was granted a hawkers/peddlers license as food vendor.

A business operating license for Adorn Salon, located at 39 Greenville Avenue, a hair and nail salon, had their business operating license approved.

I Candy Bella Ink/Bella Beauty Supply, of 1365 Hartford Avenue, which will specialize as a beauty salon focusing on hair, nails, lashes and make-up, was permitted a business operating license with holiday sales.

A restaurant license transfer with holiday sales for Antonio’s Bakery Shop, Inc., located at 269 George Waterman Road, was granted.

The tattoo and body piercing shop – Diamond Cutta Tattoo & Body Piercing – located at 96 George Waterman Road, was approved for a business operating license.

Liquor Licensing Commission

Mohegan Johnston (SM), doing business as Smashburger, located at 1412 Atwood Avenue, was granted a Class B limited liquor license for their restaurant.

Zoe’s Café, of 560 Killingly Street, was approved for a Class B limited liquor license for their restaurant.

New Business

2017-CP-33, a petition for a zone change for referral to the Planning Board submitted by Drywater, LLC requesting to change the zone on Assesor’s Plat 44-4, Lot 26 located on Central Avenue, from the existing R-40 zone to a Planned District zone was ratified.

A resolution ratifying an agreement between Citizens Bank NA and the Town of Johnston for the funding of the design and construction of highway ramps from Route 295 to Greenville Avenue was approved. The town has entered into a sub-recipient agreement with the Department of Transportation (DOT) in which DOT has agreed to contribute funds not exceeding $3 million towards the Greenville Avenue ramps for the Citizens campus. The developer has agreed to fund all costs incurred by the town in designing and constructing the ramps, and the town has agreed to reimburse the developer with the $3 million received by DOT.

A resolution requesting that the new indoor Recreation Facility’s scoreboard be inscribed acknowledging that it was donated by Mayor Joseph Polisena was agreed to.

An amended consent agreement between the town and Greenville Holdings, LLC, in relation to Assessor’s Plat 50, Lott 66 was ratified through resolution.

On behalf of Segal Consulting, William Connolly presented to the town the actuarial reports of the Johnston Police and Firefighter Pensions as of June 30, 2016.

Public Hearings for Ordinances

The council adopted an ordinance amending the town’s code of ordinances entitled “Through Trucking.” The ordinance prohibits through trucking on Allendale Avenue and Green Valley Drive at all times.

Request to be heard

Jared Moffat, director of Regulate Rhode Island who commissioned the recent poll and is a staunch advocate looking to end marijuana prohibition, spoke to the council about regulation and taxation of marijuana for adult use.
