Barringtn police charged Joseph D. Borges, 67, of East Providence, with DUI-first offense and refusal to submit to a chemical test on Monday, Nov. 21.

Police responded to a single car accident in the area of Middle Highway and Upland Way at about 3 p.m. The vehicle driven by Mr. Borges appeared to have heavy front end damage and was blocking traffic on Middle Highway.

A witness told police the vehicle was already damaged as it rolled down Upland Way toward Middle Highway.

Police spoke to Mr. Borges, who reportedly told officers he had been at The Country Inn in Warren and "had a couple scotches." He also told police that he was driving along when the all of a sudden the airbags went off.

Police said Mr. Borges smelled strongly of alcohol and refused to take the field sobriety tests.
