Man named Stroller kept walking in middle of Portsmouth roads

Here are some highlights from the Portsmouth Police reports from over the past week.

Tuesday, Sept. 27

Dylan J. Mello, 21, of 177 Mill Lane, was charged at 12:33 p.m. with domestic assault, making crank or obscene phone calls and vandalism with malicious injury to property. Police said Mr. Mello left multiple threatening phone messages and texts to a local woman. He also sent her a video which depicted him taking several photographs of the woman and lighting them on fire, according to police.

An Atlantic Avenue man told police that a blue sign reading “Trump Make America Great Again” had been taken from his front lawn sometime between 3 p.m. on Sept. 26 and 11 p.m. on Sept. 27. 

Friday, Sept. 30

Jaritt S. Kagan, 32, of Lakeville, Mass., was charged at 5:35 p.m. with driving while intoxicated (first offense) and refusal to submit to a chemical test. Police stopped Mr. Kagan’s vehicle in the parking lot of the People’s Credit Union after receiving a report of an erratic driver.

Saturday, Oct. 1

Makayla M. Angell, 23, of 59 Woodland Circle, Tiverton, was charged at 1:37 a.m. with driving while intoxicated (first offense) after her vehicle was pulled over for speeding on the Boyds Lane on-ramp to Route 24 North.

Timothy M. Cowell, 48, of 1152 West Main Road, was charged at 5:25 a.m. on two bench warrants issued from Second District and Fourth District courts. An officer with knowledge of the warrants arrested Mr. Cowell at his home.

Frederick L. Steadman, 32, of 90 Leonard Jenard Drive, Apt. 2A, Pawtucket, was charged at 9:40 a.m. with possession of a controlled substance, a felony, and driving without a license. After stopping his vehicle was speeding on West Main Road, police said they found a small container under the driver’s seat which contained a powdery substance they believed was cocaine.

Ronald C. Stroller, 39, of no permanent address, was charged just after midnight with disorderly conduct (obstructing a street) after police responded to Riverside Street for a noise complaint. Police said they found Mr. Stroller walking in the middle of Park Avenue. Police told him to use the sidewalk and he stated he understood, police said. Less than 30 minutes later, however, the same officer saw Mr. Stroller in the road again, this time obstructing a car on Boyds Lane and kicking it when it went around him, police said. When the officer exited the cruiser and instructed Mr. Stroller to show his hands, he cursed and walked toward Anthony Road, police said. Mr. Stroller appeared intoxicated, agitated and attempted to pull away from the officer several times, police said. 

Monday, Oct. 3

Bruce A. Laister, 24, of Fairfield, Conn., was charged at 10:10 p.m. with possession of a controlled substance, a felony. Police stopped his car on West Main Road near Prescott Point because two of its headlights were out. During a search, police found a small plastic bag containing four Alprazolam pills in Mr. Laister’s right pants pocket. Mr. Laister said he uses the drug but does not have a prescription for it, according to police.

Roger L. Wilkins, 58, of 18 Maggie Lane, was charged at 10:12 p.m. on a bench warrant issued from Second District Court. While investigating complaint of a bicyclist wearing all dark clothing on West Main Road near Hedly Street, police found Mr. Wilkins walking up Turkey Hill and out of breath.
