MULTIPLE CHARGES On Feb. 13 at 4:23 p.m., police arrested Michael Charpentier, 52, 46 Clemence St., Cranston, on charges of reckless driving/eluding police, manufacturing/possession/delivery of a controlled substance, obstructing an officer in the
