IVERTON — Tiverton Police Department Lieutenant Timothy Panell walked out of the courthouse in Newport last Thursday morning a mostly free man after Second District Court Judge Colleen Hastings dismissed all but one of 58 criminal misdemeanor charges against him. On the single remaining charge — Count 1, obtaining money under false pretenses — Lieutenant Panell was allowed to "maintain a plea of not guilty," said his lawyer, Norman L.
